Carrying one's "papers", is a feature of life almost everywhere overseas.  In fact there are very few countries where one is not legally obliged to carry "ID" all the time.

Failure to produce one's personal documents, as well as those relating to the vehicle is an offence, and the penalties vary from one country to another.  In parts of the developing world, where road-blocks spring up with monotonous regularity, such an oversight will be seen as ample justification for the imposition of an "on-the-spot cash fine".  How you handle such a situation is up to you and may depend on your status (and the number plates on your car).
